CIDG Project Angel Net
What is Project ANGELNET?
The Special Task Force – Project Angel Net is established purposely to address Internet based-abuses and to promote Internet safety and prevent dangers among the public. Embodied in this program of action is the creation and activation of an Operation Center (OPCENT) that will serve as clearinghouse for all information and data on Internet-based abuses, on-line interdiction activities, undercover investigations surveillance and monitoring operations, and conduct digital forensic examination on electronic evidence.
Internet has become a medium of communication and information worldwide. Accordingly, the Philippines is presently ranked as the Seventeenth (17th) highest number of internet user in the world. A remarkable 1, 385.0% growth rate from 2000 to 2010. Records revealed that half of its users are aged 17 years old (minors) and below. There is also noted increase in the incident of Internet cyber stalking, Internet Fraud, Software Piracy, and Use net Abuses for the past month.
To address this concern, the PNP CIDG will spearhead a program of action called the Internet Child Protection Program. Embodied herewith is the establishment of Special Task Force “Project Angel Net” dedicated primarily to focus on the following issues and concerns:
a. To address Internet-based abusive behavioral activities through digital investigative techniques and intervention operations;
b. To identify the perpetrators of these abuses and provide information necessary for their prosecution under Philippine laws;
c. To identify the victims, in particular the children, and obtain information necessary for a successful prosecution and subsequent rehabilitation and psychiatric assistance and evaluation of the victim;
d. To coordinate with other law enforcement agencies, stakeholders, community, media, Internet Service Provider, Schools and Colleges, Non-Governmental Organization, Telephone Companies, and other International Law Enforcement Agencies for advocacy and public awareness campaign regarding the proper usage, safety and dangers brought by internet to the community.
The PNP CIDG - Special Task Force “Project Angel Net” shall:
a. Undertake 24/7 digital tracking, collating, collecting, archiving, investigating and interdicting activities geared towards the identification of Internet abusers, at which such information culled from said activities could be used to launch physical investigations and interventions leading to their prosecution under the law of the state;
b. Coordinate with other law enforcement agencies, stakeholders, community, media, Internet Service Provider, Schools and Colleges, Non-Governmental Organization, Rehabilitation Centers, Youth Organization, DSWD, Religious Groups, Telephone Companies, INTERPOL, UNICEF and other International Law enforcement Agencies for advocacy and public awareness campaign regarding the proper usage, safety and dangers brought by internet.
